Both of these ideas are awesome, but how about a fusion of the two? Because Starrk's power was taken by a shinigami, and because he is part shinigami, he can't evolve back to a vasto lordes. Maybe he still has power, but not the same level. Because Starrk and Lilynette where essentially a soul split into two, but she only manifested as ONE of his pistols, ne? Maybe he's running off of half power right now?
